During breaks on the show, Koop typically remembers to turn on the "Be Right Back" screen so something runs more interesting than idle gameplay and a couch.  The first iteration of the "Be Right Back Screen" or "Be Right Back Bumper" was simply a random image Koop had found online that he thought "fit the aesthetic".  The second (and current) iteration of this was a similar concept, but the images cycle randomly while also pulling up random quotes and other anecdotes.
